Universal health insurance is a mechanism of solidarity and coverage of financial risks linked to illness which is based on three fundamental principles:

– prior collection of contributions: principle by which the insured person pays his contribution to the CAMU for his care;

– risk sharing (or pooling): helps reduce the cost of healthcare by spreading the financial burden of an insured person across all contributors;

– the guarantee of care. Through this fundamental principle, the CAMU covers access to care, ensures compliance with the quality of the offer through the agreement of health facilities, and the application of accepted therapeutic protocols in accordance with the defined basket of care.

Its main purpose is to ensure access to healthcare for all, without exception or financial constraints. A solidarity contribution is established by the State, deducting 0.05% at source from the wealthiest, for the benefit of the most vulnerable and the most deprived in the face of illness. Through this, the government mobilizes the necessary resources to contribute to the implementation of the universal health insurance scheme.

This includes, among other things, the requisition of working capital to carry out the work to enter into operation; the availability of the national solidarity contribution for the benefit of CAMU, which is urgent for the execution of its plan to enter into operation. The departments of the ministries responsible for finance and the budget must put in place the mechanism that allows CAMU to quickly have access to the funds recovered under the national solidarity contribution.

Created by Law No. 12-2015 of August 31, 2015, the Universal Health Insurance Fund (CHI) is the governing body for the health insurance system in the Republic of Congo. This entity contributes to the establishment of a better health care system in Congo. It provides lasting protection for everyone's health by working with all Congolese residents. This is its purpose. In concrete terms, it supports policyholders throughout their lives, covering their care regardless of their category, resources, or circumstances.
