Thanks to financial support from the World Bank, the Urban Development and Restructuring of Precarious Neighborhoods (DURQUAP) project, under the supervision of the Ministry of Regional Planning, signed a contract in 2019 with the Urbaplan/Africurba/Cap Consultants consortium for the development of local urban plans, detailed urban plans, and restructuring plans for precarious neighborhoods in the cities of Brazzaville and Pointe-Noire. This enabled the development of the Moukoundzi-Ngouaka and Sukissa neighborhoods in Brazzaville, and Tchiniambi and Mboukou in Pointe-Noire.
The work to present the final versions of the local urban planning plans (PLU) for the cities of Brazzaville and Pointe-Noire took place in May 2022 in Brazzaville.

The previous master plan for the cities of Pointe-Noire and Brazzaville dates back to 1986. Brazzaville, Pointe-Noire, and Kintélé, which benefits from their proximity to the capital, now have operational and regulatory urban planning documents. These tools will enable these localities to control their urban development through a concerted territorial project. In order to address the challenges of social cohesion, economic competitiveness, and sustainable development, the PLU sets land use rules and therefore construction regulations using a zoning method. It allows for the location of all public areas, according to demographic and economic growth parameters and density objectives. The PLU also makes it possible to precisely define a city's growth in the coming years.
The Group also delivered the final results of the Lidar, a high-precision georeferenced background capable of serving as a cartographic support. Lidar represents a significant added value for administrations in the development of a land use management tool and the processing of subdivision permits for construction purposes, and the creation of a cadastral background on which land titles will be recorded. In addition, a highly precise topographical base will be built to conduct hydraulic studies to more precisely calibrate drainage structures in neighborhoods.
