– The “Congo-Digital” strategy

Congo's national digital economy development strategy, dubbed "Vision Congo Digital 2025," was approved by the Council of Ministers in May 2019. The legal and regulatory framework for the sector's development is already in place, with recently adopted laws on the protection of personal data, which targets privacy and public freedoms; the law on cybersecurity for the protection and integrity of networks; the law on electronic transactions, which will govern e-commerce, electronic signatures, and electronic certification; and the law on the fight against cybercrime, which defines all offenses that may be committed on a network or digital terminal. The government has divided it into three main pillars, the governance and management of which would accelerate development. They focus on the provision of digital services and content, respectively, for the general public (e-citizen), for digital administration (e-government), and for private enterprise development mechanisms linked to ICT (e-business).

The challenge of digital development in Congo is very real, thanks to a very favorable internal dynamic, but one that will become increasingly permissive with a qualitative leap in infrastructure. The challenges, being known and recorded in the national strategy for the development of the digital economy, require updating in line with the rapid developments in the sector.
