Congo - Digital - The Digital Transformation Acceleration Project (PATN)

To meet the challenge of providing low-cost internet access for all, the country will implement the PATN, which will be funded by the World Bank to the tune of $100 million and the European Union and the European Investment Bank (EIB) to the tune of €40 million, until 2028.

Reference

The overall objective of the PATN is to support the modernization of public administration information systems and the development of the country's digital economy. A national priority, this strategic investment is part of the development of the digital economy through the "Congo Digital 2025" strategy, which focuses on e-citizenship, e-government, and e-commerce. It is a focus of the 2022-2026 National Development Plan with a strong social and economic impact: developing digital skills, creating jobs, and diversifying the economy. The PATN will increase access to high-speed internet in areas that are not yet connected.

Three development partners are involved in this flagship €136.5 million (approximately 89.4 billion CFA francs) project. The project combines a grant of approximately 10 billion CFA francs from the European Union, a loan of 17 billion CFA francs from the European Investment Bank, and a loan of $100 million from the World Bank.

The European component was officially launched on June 8, 2023, with an emphasis on strengthening governance through digitalization, improving employability by strengthening the digital skills of the Congolese population, protecting personal data and cyber security, and implementing priority IT systems, particularly in the higher education and health sectors.

Reducing inequality and strengthening social inclusion through digitalization, with a focus on women and youth, is another priority of this project. On the one hand, it develops young people's digital skills and creates an environment conducive to innovation and entrepreneurship. On the other, it encourages the strong participation of women and girls through dedicated initiatives to prioritize women's economic empowerment.
