Fish farming in above-ground tanks and floating cages offers an alternative to traditional sea fishing. Agropastoral and fishing activities, a young population, and sufficient land resources lend themselves to the development of several types of livestock.

For the effective implementation of component 3 "monitoring, control, surveillance" of the project to improve the conditions for exercising maritime fishing and the sustainability of its equitable management in the Republic of Congo, the Ministry of Agriculture, Livestock and Fisheries launched in February 2023 the physical audit of the industrial maritime fishing fleet. 

The main objective of this physical audit of the industrial maritime fishing fleet is to update and make more reliable the national register of industrial fishing vessels, for better control of fishing effort in the national Exclusive Economic Zone (EEZ), in order to allow Congo Brazzaville to align with international standards in terms of fishing vessel register. All industrial fishing and motorized artisanal fishing is carried out from Pointe-Noire. Given its oceanographic characteristics, this zone offers favorable conditions for fishing targeting deverbal species and small pelagics. However, the stocks present in Congolese waters are monitored by the Fisheries Committee for the Eastern Central Atlantic (CECAF), whose Scientific Committee has issued opinions calling for a general reduction in fishing effort deployed in the Congolese EEZ. The industrial fleet under the Congolese flag is experiencing rapid growth. This situation raises concerns for the sustainability of fish resources and could have a serious impact on the food security of the population if we are not careful. 

The Fisheries Development Fund (FAH) contributes to the improvement of maritime and inland fishing activities as well as the development of fish farming. This state structure finances assistance in the context of technical support for fishermen and aquaculture farmers. It carries out operations to mark the area reserved for artisanal fishing, finances the inventory work of public inland waters, mixed waters of the sub-region and waters of customary land heritage.

Fish farming in above-ground tanks and floating cages offers a credible alternative to traditional sea fishing. It allows for the effective control and management of fish production while preserving our marine environment. The density and distribution of the Congolese river network, as well as the importance of floodplains, guarantee significant potential for inland fishing. 

Despite the existing hydrological assets and exceptional development potential, the inland fishing and fish farming sub-sector is still unable to meet national demand for fishery products.

The government has requested FAO assistance to strengthen the technical capacity of fish farmers to farm fish in floating cages and above-ground tanks. This assistance will also help to map the country's fish farming potential, with the aim of continuing to scale up pilot trials for floating cage and above-ground tank farming, reiterating FAO's support for the government's policy for the implementation of the 2022-2026 National Development Plan.

Funded primarily by the European Union, a new industrial fishing port, with 3.5 hectares of reclaimed land and two 405-meter-long quays, plus a 190-meter jetty for pirogues protected by a 350-meter breakwater, will be built from scratch north of the port of Pointe-Noire. Construction is expected to begin in 2023, and will last 17 months.

The project to establish an observatory and promote transparency, dialogue and information sharing with the public on the sustainable management of fisheries resources in Congo was launched in May 2023.

A NEW AGRO-INDUSTRIAL MODEL 
Agro-industries are levers for increasing productivity, accelerating growth, and overcoming poverty. They reduce food costs and supply uncertainties. With this in mind, the Congolese government's decision to open this sector to public-private partnerships will promote the development of new sectors that respect environmental and social risk management while ensuring best practices across the entire value chain. Furthermore, leveraging foreign investment will increase the local food supply in plant and animal products. In conjunction with the agricultural incubator initiated by the Ministry of Agriculture, Fisheries, and Livestock, these investments will help address the deficit in basic necessities and boost national production.
